My Services

Brian Mulier specialises in customs and international trade regulation as well as excise duty and VAT related matters. He renders advice to multi-national clients, including litigation, in particular in relation to customs valuation, customs classification and rules of origin, compliance issues and the European and Dutch VAT aspects of cross-border transactions. He also has extensive experience with the EU Export Controls and Sanctions regulations including the interaction between EU and national laws and US rules. On the compliance side Brian has worked with clients on implementing duty saving scenarios, restructuring European distribution, structuring and improving customs and excise duty related compliance and limiting risks and liabilities. On the litigation side Brian has represented clients in Tax Court, the Dutch Supreme Court and the European Court of Justice in Luxembourg. Brian is frequently invited to act as a speaker at professional and business courses in the field of export controls compliance, excise duties and compliance issues. He is an instructor at the International Tax Academy of the International Bureau for Fiscal Documentation (IBFD), where he teaches at the course Introduction to European Customs Law and Excise Duties.
